The planned Dutch cultural VAT increase is cancelled: relief for organizers

Good news for everyone organizing events or festivals: the cultural VAT increase planned for 2026 will not go ahead.

Good news for everyone who organizes events or festivals: the cultural VAT increase planned for 2026 has been cancelled. The plan to raise the reduced Dutch VAT rate from 9% to 21% is officially off the table. That makes a difference—not only to ticket prices, but also to your budget, peace of mind, and the accessibility of your event.

A quick reminder: what was the proposal?

The Dutch government wanted to raise the reduced VAT rate for culture to the standard rate of 21%. This would have applied to tickets for festivals, concerts, theater performances, and other cultural events. The proposal immediately drew strong criticism from the sector. Rightly so: when costs are rising, budgets are shrinking, and audiences are cautious, an extra tax increase is the last thing you need.

Let’s do the math: what would it have cost?

Suppose you sell a ticket (excluding service fees) for €45.00 including VAT.

At 9% VAT (the current rate):
€45.00 ÷ 1.09 = €41.28 (net ticket price)
VAT: €3.72

If VAT had increased to 21%:
€41.28 × 1.21 = €49.95

Difference: €4.95 per ticket

With 5,000 tickets sold, that would add up to almost €25,000. That money has to come from somewhere: either visitors pay more or you keep less. Neither is an attractive option.

What does this mean for you?

Now that the increase has been cancelled, the reduced 9% Dutch VAT rate remains in place. That’s a relief. You don’t have to raise ticket prices because of tax, and cultural events remain more affordable for a broad audience. That’s good for attendance and for your mission as an organizer: keeping culture accessible, especially when everything else is getting more expensive.

It also gives you more room to invest in your program, technology, safety, sustainability, or simply something extra that makes your event special. No strained budget or last-minute emergency plans because the rules changed.

Time to look ahead

The cancellation is thanks to the sector speaking up together. It shows what’s possible when cultural organizations and businesses join forces and stand up against unfair measures.

For now, focus on what really matters: a great lineup, a strong production, and an experience people will talk about. Without having to puzzle over the tax burden first.
